The Scouter (スカウター Sukautā) is a device that is used by Freeza and his forces to detect power levels. The scouter is first seen in episode 1 where Raditz is wearing one.
History[]
Scouters were invented by the Tuffles, who were the original inhabitants of Planet Vegeta before they were exterminated by the Saiyans in Age 730. Scouters were introduced to Freeza and his army via the Saiyans. Originally, it was make for guarding against enemies and beasts, but a highly skilled engineer in Frieza's army made modifications for concrete battle power numbers and communication abilities, and soldiers began making use of it to carry out offensives. Almost all of the Galactic Freeza Army soldiers can be seen wearing one.

Trivia[]
The scouter is first used by Raditz to scan Farmer With Shotgun’s power level, which is 5.
When Goku and Piccolo go to fight Raditz, his scouter tells him that their power levels rose when they removed their weighted clothing. He mis-interpretes this as nudity making people stronger, to which he responds by undoing a zipper which is somehow on his Saiyan armour.
